The promise of Enterprise Park
It’s envisioned as a place for healing, learning, working and living. That’s the plan for Enterprise Park at Eastwood. The site for this ambitious project is a portion of nearly 103 undeveloped acres in Howland Township, adjacent to the Eastwood Mall Complex. The actual area to be developed will encompass approximately 50 acres, with the balance of the property left undisturbed in order to protect and avoid wetlands. Because of the presence of wetlands, an application for a US Army Corps of Engineers’ Section 404 Individual Permit and an Ohio Environmental Agency’s (Ohio EPA’s) Section 401 Water Quality Certification for wetland and stream impacts has been submitted. The Ohio EPA scheduled a public information session and hearing for December 3 at 6pm at Howland High School. Interested parties were invited to offer their comments on the project. After evaluating public comments, the Ohio EPA will determine whether to grant Enterprise Park at Eastwood a joint permit, allowing the project to move forward.
The development is expected to combine medical care, professional offices, educational facilities and residential space. The centerpiece would be a state-of-the-art hospital in a 5-6 floor building costing approximately $250 million. Mercy Health Partners and Akron Children’s Hospital have submitted letters in support of Enterprise Park, and they are the likely hospital occupants in the project.
Nearby will be an assisted living and memory care facility, a college-level medical/education building, medical and professional office buildings and luxury residential apartments and/or condominiums. Discussions are currently underway between Youngstown State University and Kent State University at Trumbull in order to collaboratively develop the educational facility, which would include health training programs such as counseling, physical therapy, pharmacy technology, dental hygiene, respiratory therapy and nursing. The Enterprise Park project promises to be an effective illustration of the whole exceeding the sum of its parts. When completed, this proposed $367 million dollar project has the potential to create an estimated 2,200 jobs for local residents, generate approximately $99 million of annual payroll taxes, $443,000 per year of state sales taxes and over $6 million per year of real estate taxes.
The location is ideal in that it sits at the geographic center of the population of Trumbull County, with easy access to major highways, such as Routes 422, 46 and 82. This sustainable development area would also have easy access to the amenities of the adjacent Eastwood Mall Complex. This super-regional center serves a trade area population of nearly 360,000 consumers. It offers 3.3 million square feet of space and approximately 200 retailers, restauranteurs, professional services, three hotels, two movie theaters and a minor-league baseball stadium.
Construction of Enterprise Park at Eastwood can be accomplished without compromising the natural beauty of the site. The plan is to create a campus-like atmosphere, preserving as many of the existing natural features as possible. Existing Class 3 wetlands along the Mosquito Creek corridor will be untouched. A large part of that area will be donated as a perpetually protected conservation easement for the preservation of wetlands and for recreational use by the public.
